    • Why You’d Need It: Selling your unit? Buyers or lawyers might want it to confirm the HOA’s legal status. Curious about our setup or voting for the board? It’s your reference.

  2. Declaration of Condominium (1982, with 1983 and 2000 Amendments)

    • What It Is: The 1982 Declaration (Book 3239, Page 256) set up Wafco Mills as a condo, defining ownership and HOA duties, updated in 1983 (Phase II) and 2000 (parking and maintenance).

    • Why You’d Need It: Fixing your unit? It splits your duties (e.g., plumbing) from the HOA’s (e.g., roof). Selling or refinancing? Lenders and buyers need the ownership details.

We will eventually work with long term owners to help recover and organize historic documents for all to view. At this time, we are working to build the basics of the website that is a pleasure to navigate and find what you need.

  10. Landlord-Specific Documents

    • What It Is: Guides for owners renting out units, minimizing confusion over responsibilities (e.g., sharing Rules and Regulations with tenants). Landlords and their property managers play a huge rule in keeping our community an enjoyable place for all. We do not have exact numbers on how many Wafco Mills units are used as rentals but, it is estimated to possibly be half. If you have a tenant, please make sure they have and follow all rules and regulations as owners are billed for tenant violations and it is a significant amount of volunteer time spent that could be spent assessing violations, that could be spent on more community relevant improvement.

    • Why You’d Need It: Renting your unit? It ensures you meet HOA requirements and avoid tenant mix-ups. Facing tenant issues? It clarifies your role vs. the HOA’s. This includes fair housing rules and explanations of numerous landlord specific issues.

Why Not Share with Tenants? (And a Note to Tenants!)

These documents stay owner-only for good reasons:

  • Ownership Focus: The Articles, Declaration, and bylaws cover your rights and duties as an owner—like dues or voting—not tenants’ daily concerns. Tenants are the responsibility of the owner as owners will be assessed for their tenants rule violations and out board of directors has no volunteer hours allocated to free property management of owner's individual investment/income/rental unit(s).

  • Privacy: Ownership percentages (in the Declaration) and governance details (in the bylaws) are sensitive and irrelevant to renters, so we keep them secure. So is our HOA financial data.

  • Simplicity for Tenants: Owners renting out units must include the Rules and Regulations in their lease agreements and ensure tenants follow them—tenants get practical rules this way, not the full legal docs.

  • To Tenants: Trying to access the Owner Document Portal? It’s for owners only. For issues, contact your landlord or your unit’s property manager, not Priestly (our accounting service) or the volunteer Wafco Mills Board of Directors. The board doesn’t manage individual units for free, and owners who repeatedly give tenants board contact info will be billed for the extra work—reach out to your owner or the owner’s manager instead!
