Attached below, please find the proposed budget for fiscal year 2025. Also attached are the actual expenses for fiscal years 2022 and 2023, which include the capital expenses for the structural remediation projects completed during those periods.

I. Call to Order
The meeting was called to order at 9:30 AM by Joy Watson, Board President.
II. Attendance

III. Board Announcements
Joy Watson announced her intention to step down from the Board of Directors after November 2025.
Lew Thomas has one year remaining on his term.
Leighsa and Lana have resigned from the Board.
IV. Historic Dumpster Renovation
Efforts are underway with the Historic Preservation Commission to develop a long-term, aesthetically pleasing solution for dumpster upgrades.
V. Financial Review
The 2025 operating budget was distributed and discussed.
A review of the 2024 budget and actuals through July was conducted.
VI. Property Management Discussion
Joy Watson emphasized the challenges of maintaining low HOA dues while covering management expenses.
Structural maintenance remains the responsibility of the HOA; individual unit issues must be addressed by owners.
HO6 insurance policies are mandatory for all unit owners, and non-compliance will result in fines (to be determined by the new Board).
VII. Full Management Option
To move to full property management, more than a Board vote is required.
Owners are encouraged to obtain quotes for managing all 66 units.
VIII. Parking and Towing
All vehicles must display a Wafco sticker and have up-to-date registration to avoid towing.
Replacement stickers cost $25.
IX. Owner Volunteer Committees
Jose Sandoval volunteered to assist with Parking.
Karen Ward and Josie Siricco volunteered to assist with violation walkthroughs.
X. Motions and Approvals
Motion to approve the 2025 operating budget:
Made by Joy Watson, seconded by Lana Kuseybi.
Motion carried unanimously.
XI. Board Elections
Jose Sandoval elected to a 2-year term.
Joy Watson elected to a 1-year term.
XII. New Business
Discussion on potentially increasing dues for 2026, with a maximum allowable increase of 14%.
XIII. Old Business
Towing: Owners must manage parking permissions. Missing stickers or expired tags will result in towing.
Insurance: The new Board will consider penalties for non-compliance with HO6 policy requirements.
